Xavier is [to his knowledge] the most powerful telepathic mutant in existence. He can not only read thoughts, but his powers also allows him to manipulate the actions [both physical and thinking] of others, but within range. His powers also allow him to scan memories, feel actual pain if said memories involved tragedy, and if he needs to -- wipe someone's mind clean, or build mental barriers around painful memories to allow them to function correctly. Xavier however does not want to resort to such an action, instead he would rather want his patients/students to be able to cope with whatever is bothering them. In terms of if he's needed in battle, Xavier can send out psionic waves that feel like bullets, darts or boulders as they hit -- he can also use his powers to shut down the minds of others, only for a matter of time. He can sense other mutants within range due to specific frequencies other mutant's brains emit.

Xavier was a genius before his mutations appeared, his IQ is said to be absolutely staggering. Due to being so intellectual, he's a gifted builder and very savvy in the field of all life sciences. He's also a brilliant Chess player, he does 'deactivate' his powers when engaging in a game.

Origins
Born into a wealthy family, Charles Xavier was the son of Brian- a nuclear worker and Sharon, a scientist. Living within the Xavier Estate was great, Charles had the best of everything.. education, toys and his parents. A loving family -- it was until Brian was involved in an accident at work that took his life, leaving Sharon a widow and Charles fatherless. It was around that time he begun to hear voices, just echoes however nothing too loud. He kept to himself until the voices grew louder and louder -- it was then that he spoke to his mother about it, but she wrote it off as a boy grieving the death of his father. As time went along and the voices did seem to fade, Sharon fell in love with Brian's co-worker, Kurt Marko which led to eventual vows being exchanged. Along side Kurt came his son- Cain, a bully in every sense of the word. Because of Xavier's peaceful and good nature, he become an easy target for Cain -- that was when Charles' powers manifested itself fully. As he was being bullied by Cain relentlessly at the Xavier Estate, Charles then realized that he could go into Cain's mind and see what was going on- why he was such a tormentor.. he was abused by Kurt both physically and psychologically. Upon trying to help, Cain refused to admit what was going on and the bullying grew worse until one day the lab of Kurt caught on fire through Cain's doing -- Kurt managed to save Charles first- then Cain. Upon doing so, Kurt would succumb to smoke inhalation poisoning, telling Charles that he was the son he wish he always had and he needed to be careful of Cain as they grew older. Sharon became the guardian of Cain then, but she was such a mess that cared little for him - forcing him to survive on his own. As both turned 18, they were drafted into the Vietnam War, Xavier used his time in the Army to educate himself and earned several post-grad degrees, adding to those he had managed to pick up prior to his service.
Once he served his time, he decided he would travel the world -- upon doing so, he taught himself how to harness his telepathic powers and used them strictly for good. He learned a lot abroad, but a few incidents made him see that life had many challenges ahead of him as an adult. His mother would pass, upon returning home to the Xavier Estate, he would learn that Cain Marko attempted to blackmail Sharon and involve her in Ponzi Schemes. She lost some money, but not all- furthermore, Xavier also begun to sense different 'vibes' from some people, due to the lack of technology needed, he couldn't figure out if they were like he was- if they were also gifted. Unable to prove his theory, Xavier knew that he would need to do something because there had to be others out there like him, and he didn't want them feeling lost and unable to speak to anyone about the problems they encountered. So on top of traveling the world, he decided that he would also attempt to find others and educate them, hoping he could be of help. Upon this search he only found a few- but stumbled onto something far more insidious.
In a cave near the Himalayas, Xavier was drawn to a strange power source; little did he know it was not of this world. An alien who attempted to mask himself as 'Lucifer' planned on invading Earth, Xavier attempted to reason with the alien but was not able to- this was where the alien, in an act of cowardice used technology unlike anything Xavier had ever seen to beam himself into Charles' mind- then during Xavier being vulnerable, dropped a boulder on him that nearly crushed his spine, causing him to do the unlikely thing of acting in a fit of rage and pain, Xavier used his powers for violence for the first time and put himself within the mind of 'Lucifer' completely destroying the alien's brain, essentially melting it. He realized then just how small everything was, life was put into perspective. If others like him existed [which he knew they did], and there was alien forces that wanted to destroy Earth -- he needed to do something, his gifts could be put to great use.
Using his powers, Xavier escaped the cave and got himself to a hospital, where he was eventually transported back to the United States- back to his home on the Xavier Estate. During this time, Xavier was left two pleasant surprises on his doorstep- brothers, one 3 years old and the other an infant. With no note, no reason and no understanding of the situation, Xavier was suspicious, especially because he was unable to read the children's minds to scan them for memories of where they're from- it was as if it was wiped clean. Xavier named the boys Scott and Alex Summers- their surname derived from the season they were left to him during.
As the years passed, Charles sensed the boys were gifted, he took it upon himself to pass time investigating what he coined the 'x-factor' which caused mutations, such as Xavier's telepathic abilities. As the boys grew older- Scott was the first to have his manifest after complaining of severe headaches, he was involved in an accident where he fell from a second story window and landed on his head and back. In a coma for a while, Scott woke and as he opened his eyes in panic red beams fired from them which completely destroyed Xavier's medical room. Alex' powers would come to be a little later, at the age of 10.
With the boys now entering their teenage years, Charles become more and more familiar with how mutants bodies worked, and what made them- them. Because of this and the same feeling he had got earlier in life where he picked up 'vibes' from others, Xavier begun to tour different colleges across the United States- then the world and make it public knowledge of what he was and what he could do. Because of this, people were scared and many tried to bring him down- one took it too far though in the year 2000, when they made an attempt on Xavier's life during a speech of his old school of Oxford. An unknown [to this day] assassin shot Xavier, but the bullet ricocheted off of metal and hit him in his spine, leaving him with no feeling in his legs. Completely traumatized by the event, Xavier would go into a state of seclusion, Scott and Alex would see very little of their adopted father during that time period. During a physical therapy session, Charles met the McCoy family- their then All-Star athlete and equally as brilliant as Charles was of a son- Henry. Xavier spoke with the boy's parents, and Henry was the victim of a gang-like beat down after a game where he was in the locker-room and his abnormally sized hands and feet were seen and it all made sense onto what made him such a fantastic athlete -- he was a mutant. He had beyond normal speed, agility and strength -- so because he was different he was attacked and had his knee destroyed with a lead pipe. Xavier invited the McCoy Family over to his Estate where he introduced them to Scott and Alex and let them know that much like their son- they, Charles, Scott and Alex were also 'gifted' and Xavier could be of great help to Henry as he got older. The McCoys loved their son but knew Xavier was the better mentor for him and allowed him to stay- a tale that isn't so often seen.
Xavier would then be sent- literally, Warren Worthington III of the illustrious Worthingham family due to Warren's mutation of huge, feather wings that connected to his spine that allowed him to fly. Warren's father was a very influential business man and looked at his son in disgust and as a liability, Xavier took the boy in and added another to his family- the last of which however, was from ANOTHER wealthy, influential family; The Frosts. Their daughter, Emma suffered from voices, much like Charles did from an early age, however she was also labelled as crazy and put into several mental institutions as her family hoped she'd be cured of her obvious schizophrenia. Emma had a mini mental breakdown where her powers came to be- she let off a telepathic cry for help which Xavier picked up on in the middle of the night, allowing him to contact the Frost family and offer them help for Emma's sake. Her father didn't believe in it, her mother did so reluctantly he allowed her to dorm at, what was now known as the Xavier Institute for the Gifted. To the public, it was a boarding school that was made up of the more brilliant minds from around the way- but to those within, it was a family- one that could count on each other when things got bad.
Xavier brought in instructors that taught the more- ordinary classes, he however, handled the finer arts of being a mutant. He saw that together if assembled, they would be able to be a great force to protect the world with, especially with more threats proving to exist as time went on. He named the collective X-FACTOR, after the gene that caused mutations and together- Angel [Warren Worthington III], Beast [Henry McCoy], Cyclops [Scott Summers], Diamond [Emma Frost] and Havok [Alexander Summers] fought to protect humans and other gifted individuals like themselves against all sorts of threats.
But as the group grew older, they matured and saw that... there was more to life than just that. For roughly 13 years X-FACTOR did what they could, they helped society out a ton but also was criticized as 'vigilantes' and 'no good mutants.' Scott especially took great offense to this, he didn't understand why they continued to help people when they weren't appreciated and had several arguments with Xavier regarding the topic. It wasn't until the last mission Cyclops and Diamond was sent on through- that would fracture the group beyond repair.
They were sent on a mission to infiltrate what Xavier believed was a government base that was conducting experiments on mutants. The orders were simple- go in, free any mutants and subdue threats. Violence was only necessary as a last resort, and as always- killing was never an answer, just disabling. Scott/Cyclops defied Xavier's orders and went in blasting, angry that anyone would use his kind as 'guinea pigs' and killed three scientists. Upon further review, it was discovered that an unknown mutant had donated blood due to their mutation of being able to regenerate dead or damaged cells in rapid time, basically a healing factor. The fallout from the colossal nightmare would cause the government to freeze Xavier's estate, pressuring him to give up who was responsible for the crime. Xavier refused, he acknowledged that the incident was unfortunate and he offered to serve prison time for the event because they were working under his orders- but the government wanted more, they wanted names. Xavier continues to deny them that fact and until he does, they will hold him accountable for the actions.
Scott and Emma would have a massive falling out with Charles, leaving the two to split from the Estate- Scott showed zero empathy for his actions and instead blames Xavier and his pacifist ways. They would then go onto open The Summers Academy, make their mutant nature public and let it be known that their school would be OPEN enrollment for MUTANTS- something Xavier has never said his school was.
Now, Xavier is left with his locked Estate- Henry McCoy is the Headmaster of the Xavier Institute for the Gifted but there's no students. WWIII is traveling the world in an attempt to find more gifted and Alex Summers in in Hawaii 'finding himself.' Xavier is until intense pressure to give Scott up, but refuses as he won't sacrifice the life of his son, he'd rather keep under the guillotine, no matter how hard it gets. Hopefully things change soon- as surely enough, with Scott and Emma's push for their people to come forward and stop hiding in the shadows, Xavier needs to be at his best to guide other mutants into the future correctly.
